The video is rarely the problem. The bill is.

Look at Kling AI for ten seconds and you can see the whole category. Its mobile app holds 4.7 out of 5 across more than 29,000 App Store ratings. Its Trustpilot listing holds 1.2 out of 5 across 378 reviews, 89% of them one star.

Same company, same models, two completely different verdicts. So which number is lying? Neither. One score is about the video that comes out. The other is about what happens to your card in ninety days.

That gap is the real dividing line in AI video, and the ratings track it with uncomfortable precision. Synthesia sits at 4.7 from 2,375 G2 reviews, HeyGen at 4.8 from 1,522, VEED at 4.2 from 3,833 Trustpilot reviews, Captions at 4.4 from 410. Most of the credit-metered model playgrounds further down this ranking sit between 1.2 and 2.4 on Trustpilot.

They get there for the same reasons every time. Credits burned by generations that failed or ignored the prompt. Renewals people couldn't cancel. Support that never wrote back. So this guide ranks 22 tools and treats the billing terms as a feature. If you're a solo creator or a five-person marketing team spending between $10 and $50 a month, it's one.

The short answer

For most creators and small teams, Synthesia is the safest all-round pick. It publishes SOC 2 Type II and ISO 42001 compliance, and 2,375 G2 reviewers put it at 4.7 out of 5. You can start on a genuine free plan without handing over a card.

Runway publishes a #1 benchmark claim, and the number behind it is Runway's own: its research page puts Gen-4.5 at #1 on the Artificial Analysis Text-to-Video benchmark, 1,247 Elo, ahead of Google Veo 3 at 1,226 and OpenAI Sora 2 Pro at 1,206, scored by blind human pairwise voting. PixVerse cites a higher figure on the same benchmark for a different model version, so read both as vendor claims rather than a head-to-head result.

And if value is what you're weighing, OpusClip gives you 60 minutes of processing a month on a permanent free plan and charges $15 a month to remove the watermark. It isn't the cheapest subscription in this guide, and Google Flow undercuts it at $4.99 a month, but a permanent free tier plus a flat $15 step up is what takes best value here.

Five jobs. Which one is actually yours?

Those three picks do three different jobs, which is the trap in a list like this. Half of these tools aren't substitutes for each other, and a flat countdown hides that. Work out your job first, then skip the fifteen tools that don't do it.

Avatar and training video. You need a person on screen saying words, in several languages, without hiring a crew. Synthesia (1), HeyGen (4) and Creatify (7) are built for this. Captions (12) and Hedra (20) do avatars too.

Repurpose and clip. You already have a podcast, webinar or long stream, and you need shorts out of it. That's OpusClip (3), and it's the only tool here whose whole product is that job.

Ad creative at volume. UGC-style spots, product ads, variations to test. Creatify (7) is the specialist. InVideo (16) sells breadth in the same territory.

Edit first, generate second. You're cutting real footage and want AI to help. VEED (5), Descript (10) and Captions (12) live here. Descript even wires third-party generation models straight into the timeline.

Raw generation from nothing. Text or an image goes in, a shot comes out. Runway (2), Higgsfield (6), Google Flow (9), LTX Studio (11), Kling (13), PixVerse (14), Wan (15), Hailuo (17), Pika (18), Luma (19), Dreamina (21) and Vidu (22).

Rule of thumb: if you can name the footage you already have, you want a repurposing or editing tool, and a model playground will only cost you credits.

The billing reality, all 22 in one table

So you know your job. Now, which column below decides whether you can afford it? The third one. The billing unit tells you what happens when a generation goes wrong, and that is where the money leaks. The free-tier column tells you whether you can test for that leak before paying. Ratings carry their platform on purpose, because a 4.7 from an app store and a 1.2 from Trustpilot are answers to different questions. Read this column by column rather than row by row.

Six questions to answer before you enter a card

A table shows you the price. It can't show you what happens after you pay, and that's the job of these six questions. They work on any AI video tool, including one you find that isn't on this list. Answer them from the vendor's own billing and terms pages, and answer them before you subscribe rather than after.

Do the credits expire? Vidu's own credit structure gives subscription credits 30 days of validity, while purchased and bonus credits last two years. Higgsfield reviewers report credits expiring. Kling users report credits resetting on a plan downgrade.
What happens when a generation fails or ignores the prompt? This is the most expensive thing you can fail to check. Hedra, PixVerse and Vidu reviewers all report paying for output they couldn't use.
Can you cancel yourself, in the account, without emailing anyone? Difficult cancellation is a recurring complaint at Kling, Hailuo, Higgsfield, Descript, Creatify and Hedra.
Does the free plan actually include AI credits? Captions' free plan includes zero AI credits. Runway's gives 125 credits once. LTX Studio's gives 800 credits once, and only for personal use.
Is the output watermark-free at the tier you're buying? Pika's free output is 480p and watermarked. Descript's free export is 720p and watermarked. Dreamina reviewers report watermarks persisting on paid content.
Is commercial use included? LTX Studio's free and Lite tiers are personal use only, so client work starts at the $28/mo Standard tier. Hedra includes commercial-use rights on every paid plan.

Ranks 1 to 5: the ones with a track record

Ask those six questions of the top five and you can answer most of them off a public pricing page. Is that what unites them? No. What unites them is a public track record you can check before you pay: 2,375 reviews for Synthesia, 3,833 for VEED, 1,522 for HeyGen and 118 for OpusClip, with Runway the exception at 18. Three of the five still meter credits, which is exactly why the review volume and the cancellation record should matter more to you than the billing unit on its own.

1. Synthesia, the most dependable pick in the category

Synthesia is a corporate avatar-video platform, and it doesn't pretend otherwise. You get 240+ AI avatars and 1,000+ AI voices across 160+ languages. Add voice cloning, video translation and dubbing, AI screen recording, and interactive avatars in beta.

If your job is training modules, internal comms or localizing one script into twelve markets, this is the shape of tool you want. If your job is cinematic B-roll, it isn't.

Across 2,375 G2 reviews the praise lands in the same place every time: ease of use, a user-friendly interface, polished output that saves production time. The reservation lands in the same place too. Reviewers say the avatars "come across as creepy," with mouth movements that "don't always match up well."

The trust posture is the reason it wins on dependability. Synthesia documents SOC 2 Type II, ISO 42001 and GDPR compliance, participates in the Content Authenticity Initiative, requires explicit consent to create an avatar, and moderates video to prevent misuse.

Behind that, per its own Series E announcement, sits $200M raised at a $4 billion valuation, $100M+ in annual recurring revenue crossed in April 2025, and use by more than 90% of the Fortune 100.

Pricing is in minutes, which is the honest unit for the job you're buying. Basic is free: 10 minutes a month, 1,200 credits, 9 avatars and 1 editor seat. Starter is $29/month, or $18/mo billed annually, for 10 min/month.

Above that sit Creator at $89/month ($64/mo billed annually) for 30 min/month plus 5 personal avatars and API access, and a custom Enterprise tier that needs a demo. Keep in mind how tight your entry cap is. Ten minutes is roughly one decent training video a month.

2. Runway, a #1 benchmark claim of its own

Runway's own research page puts Gen-4.5 at #1 on the Artificial Analysis Text-to-Video benchmark, 1,247 Elo. That's ahead of Google Veo 3 at 1,226, Kling 2.5 at 1,225 and OpenAI Sora 2 Pro at 1,206, judged by blind human pairwise voting. If output quality is the thing you're optimising, weigh that number, and weigh who published it.

The platform you would be buying into is serious. Runway Dev spans proprietary models (Gen-4.5, Aleph 2.0, Act-Two) plus third-party ones including Seedance, GPT Image 2 and ElevenLabs. You also get a Media Router, pre-built Recipes for jobs like ad localization and product swap, custom Workflows, and real-time interactive Characters.

Runway lists Adobe, ElevenLabs, Shutterstock, Figma and Gamma among its API users, and the Runway MCP lets you generate from inside Claude, ChatGPT or Cursor. On the trust side it documents SOC 2 Type II, IP indemnification, contractual commitments against training on your data, and zero-data-retention options.

G2's review base is thin at 18 reviews and 3.8/5, so read it as a hint rather than a verdict. Reviewers praise easy onboarding and a clean, fast interface. They also say fine control over scene consistency and character continuity across longer projects is where it slips.

Now the catch. Your free plan is 125 credits, once, not a monthly allowance. Standard is $12/month billed annually, $15 otherwise, for 625 credits a month. Above that:

Pro: $28/month billed annually, 2,250 credits
Max: $76/month billed annually, 9,500 credits, and it rolls unused credits over for one month

Spend the 125 free credits before you choose a tier. They won't come back.

3. OpusClip, best value

OpusClip does one job. It takes the long-form video you already have and cuts it into platform-ready shorts, with captions and reframing. It won't generate a shot from a text prompt, so if that's what you came for, skip ahead. If you've got a podcast backlog, it is built to take you straight from footage to posts.

Across 118 G2 reviews at 4.6/5, the phrase reviewers keep reaching for is "one-click-and-go process." The counterweight sits in the same review base: aggressive renewal billing and the credit system, alongside clips that sometimes miss context and slow rendering at peak times.

What you get is a genuine clipping stack. Clips can be found by spoken words, visual objects, sound, emotion or genre, with the ClipAnything moment-detection model behind that and ReframeAnything handling your aspect ratios. Then AI voice-over, AI image and stock B-roll, speech cleanup and upscaling. Captions are marketed at over 97% accuracy.

The company reports 16M+ creators and businesses, 440M+ clips created and 160B+ views as of December 2025. Its own about page puts SoftBank's Vision Fund 2 behind it at a $215M valuation, and states SOC II Type 2 compliance for account security.

The value case is what you pay. Free is permanent and gives you 60 minutes of processing a month, though the 1080p MP4 export expires after 3 days and captions carry a watermark. Starter at $15/month removes your watermark, opens a 30-day export and storage window, and adds AI voice-over 20/day plus 3 AI image and B-roll clips a month each.

Above that, Pro at $29/month adds genre-specific and custom reframing, moving object tracking and multiple aspect ratios, and a custom-quote Business tier holds the APIs, Zapier and CMS integrations, SSO and 4K export.

4. HeyGen, the free plan that hands you the flagship feature

HeyGen is the rare tool where the beginner path and the expert path are the same product. If you're a non-technical marketer, you get an intuitive interface and fast generation, and that is exactly what reviewers credit for their productivity gains.

If you write code, you get a direct API, MCP for AI assistants, and Skills for Claude Code and Cursor. Named partners include fal.ai, ChatGPT, Replicate and n8n.

The review base is substantial and unusually positive: 1,522 G2 reviews at 4.8/5, the highest rating in this table, with users calling the lip-sync and avatar animation "unmatched in the current market." The recurring complaint is money. Advanced features, lip-sync especially, read as expensive on smaller budgets.

Your feature range backs both paths. Text-to-video, image-to-video, audio-to-video, an AI Video Agent, PowerPoint and PDF to video, translation with voice cloning across 175+ languages, and an AI Studio script editor with a Brand Kit and captioning. HeyGen also reports $200M ARR having doubled in eight months, 30M+ users across 196 countries, a place on the Forbes AI 50, and adoption by 85% of the Fortune 100, all of it from the company's own site.

So why does the free plan stand out? It gives you 3 videos a month at a 1-minute maximum, and it includes 1 custom avatar. That last part matters. It's a smaller allowance than the 60 minutes a month at OpusClip or Descript, but many free plans in this category hand you a stripped demo of the thing you actually want, and this one hands you the flagship capability.

Paid starts at Creator, $29/month or $24/month annually, for 600 credits and unlimited custom avatars at a 30-minute maximum. Above that:

Pro: $49/month, 1,000 credits, 4K export
Business: $149/month plus $20/seat, 1,500 credits, 60-minute duration, SAML/SSO
Enterprise: custom

So you can start free and stay on the same tool as your team grows.

5. VEED, the all-in-one browser editor

VEED bills per seat, and that changes your arithmetic before you look at a single feature. Creator is $12/user/mo, or $147/user billed yearly, for 6,000 credits, around 1,500 AI videos. One seat is cheap. Five is a different conversation.

Pro: $22/user/mo ($265/user yearly), 30,000 credits, translation to 50+ languages, up to 144 hours a year of AI voice generation
Studio: $39/user/mo ($465/user yearly), 180,000 credits
Enterprise: custom

There's no permanent free plan either, only a free signup, so budget for month one.

What you get for it is an unusually wide toolkit in one browser tab. AI video and image generation, AI avatars, lip sync, voice cloning and text-to-speech, dubbing and translation, script and music generation. There's a public API surface too (Fabric, Background Remover, Lip Sync, Subtitles) and an MCP server. Its homepage lists Amazon, Google, Netflix, Meta, BBC, Target, Visa and UBS as customers.

Trustpilot rates VEED 4.2/5 across 3,833 reviews, roughly 70% of them five stars, and reviewers call it "very intuitive, simple, and extremely easy to use," including a 67-year-old first-time user who finished an edit in about an hour. The complaints cluster on bugs, lag and slow uploads, with isolated reports of saved footage disappearing.

Ranks 6 to 12: capable, with a catch worth naming

Even VEED, at 4.2 across 3,833 reviews, comes with a caveat. From here on, every tool carries one. Is that a reason to skip them? No. It's a reason to say the trade-off out loud before you pay. Sometimes that's the credit system. Other times it's a missing integration, or a claim the vendor makes that its own history complicates. Name your catch first and it stops being a surprise later.

6. Higgsfield, the model aggregator

Higgsfield is thirty-odd models behind one interface. Seedance 2.5, Kling, Nano Banana, Soul Cinema, Genjutsu motion transfer, DoP, Gemini Omni 1.1 Flash, Flux 3.0 Video Upscale to 4K. Then lipsync and voiceover, face swap, multi-node Canvas generation, watermark removal and a concurrency boost.

It reports 4.5M video generations a day. Native MCP and CLI access let Claude, ChatGPT and other agents drive your generations programmatically, so the work can be scripted rather than clicked.

4,122 Trustpilot reviewers put it at 4.0/5 and single out the interface and the cinematic range. The same review base repeatedly describes difficulty cancelling around annual renewal, credits that expire, pricing described as confusing, and slow support on billing issues.

Plans run $9/mo for 120 credits on Basic, $49/mo for 1,000 on Plus, and $129/mo for 3,000 on Ultra. There's free, no-credit access to a limited set of models, so you can look before you commit, and the help centre confirms that much. What you can't do is treat the $9 tier as a working budget. 120 credits is a sampler.

7. Creatify, the ad specialist

Do you make performance ads for a living? Then this is the one tool here built for you rather than adapted to you. URL-to-Video turns your product page into a spot. Model Playground and 300 AI actors on Starter cover UGC-style talent, Ad Flow is a node-based editor, Ad Cloner and the competitor ad tracker cover research, and the Performance Agent analyzes ad data.

Batch creation gives you up to 50 variations, and output supports 75+ languages with distribution across Meta, TikTok, YouTube, Snapchat and Amazon. The company reports $24M raised from WndrCo, Kindred Ventures and Comcast Ventures, 18,000+ brands and agencies, and SOC 2 Type II compliance.

Across 824 Trustpilot reviews the praise is speed, an intuitive interface and real savings against hiring copywriters or a production crew. The complaints are sharper: credit consumption described as high or opaque, wrong voiceovers and missing scenes, and refunds and cancellations that reviewers say were refused or ignored, including charges continuing after cancellation.

The free plan gives you 10 monthly credits, enough for up to 2 video ads or 20 image ads, watermarked. Starter is $39/month for 100 credits and watermark removal, Pro is $99/month for 300 to 5,000 credits with up to 5 brand spaces or team seats and MCP integration, and Enterprise is custom. Given what reviewers report about billing, treat that free tier as a mandatory step rather than an optional one.

8. Adobe Firefly, if you already live in Creative Cloud

Start with what's missing. Adobe's official Firefly plans page timed out repeatedly during research for this guide, so its exact prices and plan limits couldn't be verified here, and that gap is worth naming: if you can't see month one, you can't forecast month three. Capterra reviewers separately describe Firefly as expensive relative to competitors.

The pitch is consolidation. Firefly puts 30+ AI models in one place across video, image and audio, partner models from OpenAI, Google and ElevenLabs included, wired into the Adobe ecosystem you already pay for. Adobe shipped a dedicated Firefly Video Editor in October 2025, alongside new models for generating speech and soundtracks. Image Model 5 landed the same month, and Image Model 4 Ultra in April 2025.

Capterra rates Firefly 4.7/5 on ease of use, with reviewers calling it very user friendly and intuitive. The review base is only 19 reviews and it isn't video-specific, so weigh it accordingly. The recurring notes are cost, weak text rendering in generated content, and a free plan whose generative credits run out fast.

One thing deserves a straight answer, because it bears directly on your client work. Adobe says Firefly was trained on over 300 million images and videos from Adobe Stock, Creative Commons, Wikimedia Commons and Flickr Commons, and markets it as commercially safe.

Investigations reported that Firefly was also trained on competitor-generated images, including Midjourney outputs, which cuts against that positioning. If your reason for choosing Firefly is the safety claim rather than the workflow, that's worth reading up on first.

9. Google Flow (Veo), the cheapest published entry point

Google AI Plus is $4.99/month, the lowest published monthly subscription in this guide, and it sits on top of a permanent free tier of 50 daily credits. Google AI Pro is $19.99/month for 50 daily plus 1,000 monthly credits, and Google AI Ultra runs $99.99 to $199.99/month for 50 daily plus 10,000 to 25,000 monthly. Those 50 free daily credits cost nothing to test with, and under five dollars is a small step up from there if you need more.

Flow is Google's creative studio for AI video, built on Veo 3.1 with Gemini Omni and Nano Banana alongside it. Audio is the part worth noting. Veo 3.1 generates dialogue, ambient noise and sound effects as part of the video output rather than as a separate pass.

Your workflow is Plan, Create, Refine, with camera controls, character consistency, first and last frame specification, style reference, and object add or remove. Google DeepMind says Veo leads MovieGenBench on text alignment and visual quality and tops the VBench image-to-video benchmark.

The Google Flow Android app sits at 3.36/5 across roughly 16,000 Play Store ratings. The dominant complaint is specific and expensive: safety filters block legitimate prompts and consume credits before explaining the rejection. When content clears the filters, reviewers rate the visual quality highly.

The Flow app itself is still labelled experimental, and Flow has no public API of its own, though the underlying Veo model is reachable through the separate Gemini API. If your prompts get blocked, that's where your credits go.

10. Descript, editing with generation attached

You edit video by editing its transcript. That's still one of the best concepts in this guide, and the AI layer sits inside it: Underlord as the AI co-editor, Studio Sound noise removal, automatic eye-contact correction, filler-word removal, 30+ language translation and dubbing, custom voice clones, automatic clip generation and captioning.

Generative video comes from named third-party models, Veo 3.1 and Pixverse, so you can drop generated B-roll into a real timeline. API and MCP access let you edit through code or from inside an AI assistant. Descript documents SOC 2 Type II, GDPR compliance, SAML SSO and SCIM provisioning, and names Amazon, Canva, Salesforce, Spotify, Microsoft, Reuters, CBS and the New York Times as customers.

Trustpilot puts Descript at 2.8/5 across 280 reviews. Reviewers like the text-based editing workflow and the time it saves. Then they report AI credits draining far too quickly during normal editing sessions. The app is called slow and prone to crashes on larger files. Cancellation is described as difficult.

Free gives you 60 minutes of media a month, 100 one-time AI credits and 720p watermarked export. Hobbyist at $16/mo billed monthly buys 10 media hours and 400 AI credits, and note that Descript's own page lists the annual rate higher than the monthly one, at $24/mo. Above that:

Creator: $24/mo monthly, listed at $35/mo annually, 30 media hours, 800 credits, 4K export
Business: $50/mo monthly, listed at $65/mo annually, 40 media hours, 1,500 credits

Test it on your biggest file before you commit.

11. LTX Studio, the open-model workspace

LTX Studio is built on the LTX-2 model family, which its own documentation describes as the most downloaded open-source video model on Hugging Face. Generation goes up to 4K and 20-second outputs with synchronized dialogue, music and ambient audio, and you get storyboards, multishot continuity, and Retake, Extend and Reframe editing tools.

Higher tiers open up third-party models for you, including Nano Banana 2, FLUX.2 Pro, Kling 2.6 and 3.0, Seedance 2.0 and Veo 3.1. Named partners include ElevenLabs, Fal, RunDiffusion, OpenArt, ComfyUI and NVIDIA, with McCann and FutureBrand among the agencies listed.

Here's the detail that decides it for you. Free gives you 800 credits once, personal use only. Lite at $12/mo billed yearly ($15 regular monthly) gives you 8,000 credits a month with no watermark, and it's still personal use only. Commercial use starts at Standard, $28/mo billed yearly or $35 monthly, for 28,000 credits and the advanced models.

Above that sit Pro at $100/mo yearly ($125 monthly) for 110,000 credits, Veo 3.1 access and 3 collaborators per project, plus a custom Enterprise tier. So if you're billing a client, your real entry price is $28, not $12.

The other angle is that LTX publishes free model licensing for companies under $10M ARR and says the model runs locally on any GPU, including a Mac. If you have the hardware, the hosted subscription isn't your only route in.

12. Captions, strong support and a hollow free plan

Captions is one of the few tools in this guide where support turns up as praise rather than complaint. That reads across 410 Trustpilot reviews at 4.4/5, with reviewers calling the output "After Effect level captions." The complaints are advanced AI features behaving inconsistently against prompts, plus cancellation and billing clarity.

The product is short-form video with the tedium removed. AI Edit handles your scene cuts and B-roll overlay. Around it sit AI Avatars and digital twins, auto-captions, eye-contact correction, background noise removal, pause trimming, royalty-free AI music and sound effects, and translation into 100+ languages.

It reports 20M current users and has merged with Mirage Studio. There's no API and no third-party platform integrations, so what you get is a web editor and mobile apps, full stop.

Read the free plan carefully. It includes zero AI credits and 1 caption template, which means the AI, the entire reason you're here, sits behind the paywall. Max is $24.99/month for 500 credits.

Above that, Scale 1x at $69.99/month for 1,400 credits, Scale 2x at $139.99/month for 2,800, and Scale 4x at $279.99/month for 5,600. Training data exclusion is mentioned only on the custom Enterprise tier. So price this one into your budget at $24.99 a month, not free.

Ranks 13 to 22: the credit-metered field

Captions at least shows you its number. Below this line, the number that jumps out is the rating, and it looks damning. Does a low Trustpilot score mean the video is bad? No. Almost every tool from here bills you in credits, Wan being the exception with no published price at all, and every one with a Trustpilot listing sits between 1.2 and 2.4 out of 5, yet a low score of that kind is not a verdict on the video itself. What those scores measure is what happens after you pay. So read these entries with your card in mind.

13. Kling AI, the split verdict

Kling is the clearest illustration of this guide's whole argument. Its App Store listing holds 4.7/5 across 29,000+ ratings. Its Trustpilot listing holds 1.2/5 across 378 reviews, 89% of them one star, and a second listing for the kling.ai domain sits at 1.7/5 across 20 reviews. Both numbers are real, and they're measuring different things.

App Store reviewers praise physics simulation and motion realism. Trustpilot reviewers describe unauthorized subscription renewals, difficulty cancelling, credits expiring or resetting on a plan downgrade, and support that denies refunds for failed generations.

Is the technology in dispute? No. The Kling 3.0 series (VIDEO 3.0 and Omni, IMAGE 3.0 and Omni) gives you native audio, motion control and avatar creation. Your clips run 15 seconds and extend up to 3 minutes, at 1080p or 4K. Artlist, Higgsfield and InVideo all build on these models, and Kuaishou Technology, a large public company, operates it.

Billing is where you slow down. There's no permanent free tier, only a paid trial at $1.19 to $1.49 a week, and consumer plans run $10.00/mo Standard, $37.00/mo Pro and $92.00/mo Premier. The official credits policy states $1 USD = 66 Credits, and several premium features including 1080p, watermark removal, fast-track and extension need an active membership even when you're holding credits.

There's a cleaner path if you can use it. Prepaid Video API packages start at $700 for 5,000 units, $0.14 per unit, with 180-day validity and 20 concurrent tasks. Prepaid means no renewal to fight.

14. PixVerse, strong specs against weak reports

PixVerse's subscribe page returned a 403 error during research for this guide, so there's no readable price or plan limit to put in front of you here. Weigh that absence first. A cost you can't see is a cost you can't forecast.

What you can see is the spec sheet. PixVerse cites an Artificial Analysis ELO of 1,343 for its V6 model on its own homepage, ahead of Kling 3.0 Omni at 1,298 and VEO 3.1 at 1,246. Both PixVerse and Runway publish their own figures from that benchmark, against different model versions at different times, so neither is a head-to-head result.

V6 gives you up to 1080p and 15-second clips, with native multi-shot logic covering wide, medium, close-up and transition shots, native audio and dialogue generation, camera-movement controls and cross-shot character consistency. Seedance 2.5, Seedance 2 and MiniMax H3 sit alongside it, and developers get an async API with webhook callbacks, trace-ID request tracking and a CLI.

115 Trustpilot reviewers put PixVerse at 2.4/5. The praise is a straightforward interface and useful templates. The complaint that repeats is that the AI doesn't listen. It produces unusable video and still consumes credits. Then come unexpected charges, difficult cancellation, and a reported gap between mobile app credit costs and web pricing.

That tension is the whole story. When a vendor's own benchmark and its review base disagree, the reviewers are the ones who paid. Their bills are the evidence you have.

15. Wan (Alibaba), for developers, not subscribers

Wan is different in kind from everything around it, so judge it on different terms. It's Alibaba Tongyi Lab's video model family, open-sourced under Apache 2.0 and distributed through HuggingFace and ModelScope. The family covers text-to-video, image-to-video, a unified TI2V-5B, speech-driven video and character animation.

The hosted app's pricing page returned no plan data during research for this guide, so the hosted route is the one you can't budget for.

Here's the number that matters for your team, and it comes from Wan's own GitHub README: the TI2V-5B model generates a 5-second 720P/24fps video in under 9 minutes on a consumer RTX 4090. If you've got a GPU and someone comfortable in a terminal, Wan is one of the few entries here where your ongoing cost can drop to zero, alongside LTX Studio's local model licensing. If you want to open a browser and get a clip, look elsewhere on this list.

16. InVideo, breadth against a hard rating

There's no free plan, and the cheapest way in is $200 up front. Plus works out at $17/mo, billed at $200 for the year, for 750 credits a month. Above that:

Max: $85/mo, billed $1,000/year, 3,900 credits
Generative: $170/mo, billed $2,000/year, 8,000 credits
Elite: $900/mo, billed $10,800/year, 42,500 credits and 200 AI avatars and voice clones

1,014 Trustpilot reviewers put InVideo at 1.9/5. A minority cite an intuitive drag-and-drop editor and responsive support. The majority theme is credits depleting rapidly without producing a finished, usable video, output described as glitchy and incoherent, and refunds refused despite an advertised 7-day guarantee.

The feature list is genuinely broad. One subscription gives you Google Veo 3.1, Sora 2, Kling AI and Seedance 2.5 as selectable generation models. Around them sit AI avatars and voice cloning, animation and image generation, AI music and voice via ElevenLabs, storyboarding, timeline editing and custom AI-agent building. The company states SOC 2 and GDPR compliance and says it's backed by the firms behind Stripe, Spotify, Flipkart and ByteDance.

So you're committing a year up front to a tool whose most common complaint is that the credits run out before the video is done.

17. Hailuo AI (MiniMax), cheap credits, expensive exit

Hailuo's parent company isn't the risk. MiniMax listed in Hong Kong at a market value near $11.5 billion, a further $2B raise was reported in July 2026, and the underlying H3 model has a documented developer API at platform.minimax.io.

The consumer product covers text-to-video, image-to-video, image and audio generation, an autonomous Hailuo Agent and themed templates spanning dance, transformation, sports and K-pop MVs. Hailuo 2.3 generates at 768p/6s, 768p/10s or 1080p/6s.

94 Trustpilot reviewers put it at 1.4/5, with 82% one star. The pattern: charges continuing after cancellation, refunds reportedly taking 30+ days, no live chat or phone channel, and reported failures in the account-deletion and subscription-management flows. Reviewers also report morphing artifacts and inconsistent output on complex prompts.

Credits are cheap by the sticker. Standard is $14.99 per month for 1,000 credits with watermark-free downloads, and the free tier watermarks output and allows 3 sequential tasks. Above that:

Pro: $54.99/month, 4,500 credits
Master: $119.99/month, 10,000 credits
Ultra: $124.99/month, 12,000 Hailuo02 credits
Max: $199.99/month, 20,000 credits across Hailuo01 and 02, plus unlimited Relax Mode generation

Cheap credits stop being cheap when you can't stop the renewal.

18. Pika, a real free tier and a bad reputation

Pika is one of the few tools this far down with an ongoing free plan: 80 credits a month at 480p, watermarked. Standard is $8/month billed yearly for 700 credits at all resolutions, watermark-free. Above that, Pro at $28/month yearly for 2,300 credits and faster generations, which the site marks best value, and Fancy at $76/month yearly for 6,000 credits.

Pika sits at 1.7/5 across 70 Trustpilot reviews. Reviewers describe credits disappearing unexpectedly, misleading subscription and credit terms, aggressive payment prompts and obstructive pop-ups that made logging out difficult, and support that never responded. One reviewer reports being issued a full refund without hassle.

The toolset has personality, which is rare down here. Pika 2.5 sits under a named set of features: Pikaframes, Pikascenes, Pikadditions, Pikaswaps, Pikatwists and the Pikaffects suite. Pika Agent and Pika MCP let external AI agents invoke the models directly.

The developer API puts video, image, audio and language models behind one key, Seedance 2.5, Wan 3.0, Claude Opus 5 and GPT-5.6 Sol among them, prepaid and quoted in advance. Given what reviewers report about cancellation, that 480p free tier is the sane place to find out whether the output suits you.

19. Luma AI, deep controls, no free tier

Thirty dollars a month, and nothing to try first. Plus starts at $30/month, $25/month billed yearly at $300/yr, for 10,000 credits. Above that, Pro at $90/month ($75 yearly at $900/yr) for 40,000 credits and 4x Luma Agents usage, Ultra at $300/month ($250 yearly at $3,000/yr) for 150,000 credits, and Team and Enterprise priced on request.

63 Trustpilot reviewers put Luma at 1.5/5. The theme is unusually specific: output quality is praised on the free trial and reported to drop sharply once people move to a paid plan. One reviewer reports spending $70 on a single 30-second clip. Support is described as slow or absent, with waits up to 72 hours and one report of no reply after 10 days.

Your creative controls run unusually deep. Ray 2 and Ray 2 Flash give you keyframe start and end control, forward and reverse extension, interpolation between generations, camera-motion prompting and a concepts library of cinematic techniques. Output runs at 540p, 720p, 1080p and 4k.

Flagship Ray 3.2 adds frame-by-frame directional control and cut-to-cut continuity. Photon-1 and Photon-flash-1 handle images with up to 4 reference images for style and 4 per character, and Uni-1 is a dedicated brand-consistency layer. Named users include Serviceplan, Dentsu, Publicis Groupe, Mazda and Aperture. If your ceiling is $50, though, $30 with no trial and that review record is a hard sell.

20. Hedra, one API across many models

Basic is $15/month for 1500 credits, Creator $30/month for 5400, Professional $75/month for 14400 with Teams access, Teams $75/month for 14400 with team management tools, and Enterprise custom. There's no standing free plan, and cancelling drops you to limited watermarked generations.

57 Trustpilot reviews, 1.6/5, and 81% of them one star. Reviewers report refunds denied after automatic renewal, support delays as long as six months, and failed jobs that still consumed paid credits. The occasional bright spot is simplicity on basic creative tasks.

What Hedra sells is consolidation. It aggregates 16 Kling AI variants, V3 Pro, Motion Control and AI Avatars among them, with Google's Nano Banana 2 and Pro alongside, plus Veo 3.1 and 3. All of it draws from one shared credit pool. On top you get a no-code Agent workspace, and underneath a typed API v3 with an MCP server.

Your commercial-use rights come with every paid plan, which is more than some tools ranked above it can say. Marketing copy claims over 20 million users, developers and businesses. Combine the refund reports with the missing free plan, though, and you're being asked to pay before you can judge.

21. Dreamina (ByteDance Seedance), free to start, opaque to continue

Dreamina is CapCut's AI creative platform, and starting costs nothing: free daily credits, no payment, a genuinely low barrier. Past that, its pricing page never rendered its paid plans during research for this guide, and a cost you can't see is a cost you can't forecast.

The model lineup you get is legitimately broad. Seedance 2.0 and 2.5 for video, Seedream 4.5 and 5.0 Pro and Lite for images, Nano Banana and Nano Banana Pro, plus talking-avatar and anime-avatar generation. Seedance 2.5 generates cinematic video up to 30 seconds from text, an image or a sketch.

Dreamina's own Trustpilot listing sits at 1.9/5 from 18 reviews, 89% of them one star. Parent platform CapCut sits at 1.2/5 across 1,266 reviews, 644 of them in the last 12 months. Reviewers report forced AI watermarks persisting on paid and premium generations, charges continuing after cancellation attempts, and support described as effectively nonexistent.

The watermark reports are the ones to weigh, because they attack the exact thing you'd be paying to remove. Treat the free daily credits as what they are: a way to test the models at no cost, on work you're not planning to bill anyone for.

22. Vidu, thin evidence and a trial reviewers dispute

Vidu publishes 30 days of validity on its subscription credits, while purchased and bonus credits last two years. So your unused month is simply gone, which is one of the ways you end up paying for video you never made. Vidu's pricing page also never rendered its plans during research for this guide, which makes that expiry harder to plan around.

The product gives you five generation modes across text, image and reference inputs, with output up to 1080p and 16 seconds. Q3 adds audio generation at 6 credits per 5 seconds of video, S1 is marketed as a real-time model with millisecond response, and a My References feature saves character and scene references for reuse across generations, which matters if you're building a series rather than a one-off.

Only 16 Trustpilot reviews, at 2.3/5, with 69% one star. The complaints: a free trial reviewers call bait-and-switch, described as "2 shots and pay for the rest". Generation that rejects legitimate content or mangles source images. Support that "never replied" after credits were consumed. The positive reviews single out the newer Q2 and Q3 models for image quality and storytelling.

Sixteen reviews is thin evidence. The 30-day expiry on subscription credits isn't, and that's the part to weigh.

Frequently asked questions

Which AI video generators actually have a permanent free tier, and which just have a trial?

Permanent and genuinely useful:

OpusClip: 60 minutes of processing a month
Google Flow: 50 daily credits
Descript: 60 minutes of media a month
Synthesia: 10 minutes a month
HeyGen: 3 videos a month, with 1 custom avatar

Permanent but hollow: Captions, whose free plan contains zero AI credits. One-time only despite looking like a plan: Runway's 125 credits and LTX Studio's 800 credits, neither of which renews. None at all: Kling, InVideo, Luma and Hedra. Hedra's worth flagging twice, because cancelling there drops you to limited watermarked generations rather than a free plan.

If a generation fails or ignores my prompt, do I get the credits back?

Assume no unless the vendor tells you otherwise in writing. This is one of the two most consistent complaints across these 22 tools, alongside difficult cancellation. PixVerse reviewers report the AI ignoring prompts and producing unusable video while still consuming credits. Hedra reviewers report failed jobs consuming paid credits. Vidu reviewers report credits consumed with no refund and no reply.

Luma reviewers report burning through credits on unusable output, one of them citing $70 for a single 30-second clip, and Google Flow's Play Store reviewers report safety filters rejecting legitimate prompts after the credits are already spent. Your defence is simple. Test on a free tier or a small first month, and lean toward tools that bill in minutes, where a failed render doesn't cost you the same way.

What is the difference between an AI video generator and an AI video editor, and which do I need?

A generator makes footage that didn't exist: you type a prompt or upload an image, and a clip comes out. Runway, Kling, Luma, Pika, PixVerse, Vidu, Wan, Hailuo, Dreamina, LTX Studio and Google Flow are generators. An editor works on footage you already have. OpusClip cuts long video into shorts, Descript edits by transcript, VEED and Captions clean up and caption.

Avatar tools like Synthesia and HeyGen sit between the two: they generate a presenter from a script rather than a scene from an idea. So the question answers itself. Do you have the footage? Then buy an editor. Do you need footage that doesn't exist? Then buy a generator. Buying the wrong one is how you end up concluding AI video doesn't work.

Why does the same tool score 4.7 on the App Store and 1.2 on Trustpilot?

Because those two audiences are rating different products. Kling AI is the clearest case: 4.7/5 across 29,000+ App Store ratings, 1.2/5 across 378 Trustpilot reviews with 89% one star. People rate an app store listing on the thing they just made. People go to Trustpilot when something went wrong with money.

So the App Store number is a fair read on output quality, and the Trustpilot number is a fair read on billing and support. Neither is fake. Use both, and always check which platform a score came from before you let it decide anything for you.

What does AI video actually cost to start?

Less than you might expect, if you buy carefully. Google Flow's paid entry is $4.99/month, the lowest published monthly subscription in this guide, on top of a permanent free tier. Pika starts at $8/month billed yearly, Higgsfield at $9/mo, and Runway, VEED and LTX Studio all start at $12, though VEED's is per user and LTX's $12 tier is personal use only.

At the other end, InVideo's cheapest plan is $17/mo but billed at $200 for the year, and Luma's floor is $30/month with no free tier underneath it. Five of the twenty-two put no readable price in front of this guide at all: PixVerse, whose subscribe page returned a 403, Wan, Dreamina and Vidu, whose pricing pages never rendered their plans, and Adobe Firefly, whose official plans page timed out repeatedly during research.

Which of these are safe for paid client work?

Start with compliance, because it's the part you can't fix later. SOC 2 Type II is documented at Synthesia, Runway, Descript and Creatify, OpusClip states SOC II Type 2, and InVideo states SOC 2 and GDPR compliance without naming a type. Synthesia adds ISO 42001 and GDPR. Then work down the list:

Commercial rights. LTX Studio's free and Lite tiers are personal use only, so client work begins at $28/mo. Hedra includes commercial-use rights on every paid plan.
Watermarks. Pika's free output is watermarked at 480p, OpusClip's free captions are watermarked, Descript's free export is 720p and watermarked, and Dreamina reviewers report watermarks persisting even on paid content.
Two cautions for the client conversation. Adobe markets Firefly as commercially safe, while reporting says it was trained on competitor-generated images including Midjourney outputs. And Synthesia's avatars draw repeat complaints from its own reviewers about looking creepy, with imperfect lip-sync.

The compliance box can be ticked and the video can still be the wrong thing to put in front of a client. Which leaves you one decision.

So what goes on the card this month?

So make that decision from the job, not the leaderboard. Got footage already shot? OpusClip, at $15 a month with a free tier that keeps working. Need a person on screen saying words? Synthesia if you want the fewest ways to be surprised, HeyGen if you want a beginner and a developer on the same product.

Need a shot that doesn't exist yet? Runway, which puts its Gen-4.5 at the top of a blind-vote benchmark and bills you in credits for the privilege.

Whatever you pick, run the six questions first. The tool you regret is almost never the one that made bad video. It is the one you could not cancel.
